decision-makers at ministerial level from the countries of South-East Europe;

representatives of those countries actively involved in efforts to assist the South-East European Member States, such as the European Union countries, Canada, Czech Republic, Hungary, Japan, Norway, Poland, the Russian Federation, Slovakia, Switzerland and the United States of America; and

senior officials from the UN system, the European Commission, the Stability Pact, the Council of Europe, OSCE, OECD, and the EBRD.
