I. Priorities for future cooperation in South-East Europe
With a view to further promoting peace, stability and
development in South-East Europe, political and economic arrangements and
agreements need to be complemented by long-term action addressing the root
causes of the region’s instability. Activities in the fields of education,
science, culture and communication offer important opportunities to
cultivate a broader dialogue in the region, in the interests of peace and
stability.

What are the means of promoting educational policies at
the regional level that would be conducive to the observance of human
rights, the practice of democracy, the development of tolerance and the
safeguarding of cultural diversity? |

What educational activities could be envisaged at the
regional level in order to promote understanding between the neighbouring
countries, removing prejudices and stereotypes and developing tolerance?

How can Education for All policies be developed and
implemented in all countries of the region? |
 |
How can the capacity of the scientific community be
enhanced so that it can more effectively take its place in the emerging
knowledge society? |

How can regional cooperation contribute to alleviating
and reversing the brain drain? |

What kind of regional activities could promote a
dialogue among cultures and civilizations and encourage pluralism? |

How can cultural diversity and cultural heritage be
