Change of name of the organization in December 2008: from Asian South Pacific Bureau of Adult Education to Asia South Pacific Assciation for Basic and Adult Education.
To further the practice of informal adult education as a contribution to the development process in the region. To help practitioners, groups and organizations involved in informal adult education to consolidate their work. To reinforce the contribution of adult education to supporting the social movements and networks of marginalized persons (especially women, indigenous groups, minorities, displaced populations, the rural and urban poor). To support the development and use of adult teaching methods in relation to the human concerns of the region, particularly sustainable development, autonomization, peace and human rights. To further and strengthen processes, programmes, structures and policies concerning the effective provision of literacy and post-literacy programmes. To encourage and support the growth of organizational and training skills among grass-roots practitioners, popular educators and adult educators so as to strengthen the adult education movement in the region.
Priority issues: Literacy; women’s emancipation; environmental education for sustainable development; peace and human rights; education for workers.

Organization of seminars, symposia on Education for All. Commemoration of the 40th Anniversary of ASPBAE, with a Festival of Learning, 11-16 December 2004 in Thailand or Indonesia. Participation in the UNESCO Regional Seminar on Community Learning Centres March 23-27, 2004 Chiangmai, Thailand. Participation in the UNESCO Collective Consultation of NGOs General Assembly, December 2004, Beirut, Lebanon.
